又來到報稅的季節，美國總統川普提出的「減稅和就業法案」(Tax Cuts and Jobs Act），去年1月1日正式生效，因此，2019年成為他上任以來第一個完整稅季。其中，新政策下最令商家鼓舞的，是20％營利所得稅減免，新稅規對個人報稅也有優惠。《蘋果》請來了兩名會計界專家，一一為大家拆解今年報稅有什麼大不同。

北美華人會計師協會創會會長林清吉表示，跟去年一樣，今年聯邦政府個人所得稅稅率劃成7個稅階（Tax Brackets，另見表），但收入範圍大幅調整。對於中產階級而言可算是福音，因為申報個人年收入為9,525元（美元、下同）至15.75萬元的民眾，平均可獲3個百分點至4個百分點稅務減免；即使年收入達到50萬元的富人，稅率也由39.6%降至37％。

美國個人所得稅有兩種減免法，一種是標準扣除額（Standard Deduction），另一種是列舉扣除額（Itemized Deduction）。林清吉指，過往標準扣除額能省下來的稅款不多，由於不少華人擁有房產，使用列舉扣除額可以減免州市稅和房地產稅，省稅成效更大。

今年新稅法把列舉扣除額的上限定為1萬美元，個人標準扣除額則從6,350元，提高至1.2萬元，夫妻標準扣除額為2.4萬元，吸引不少民眾轉用標準扣除額的方式作扣稅；然而，對於人口較多的家庭就沒這麼划算了，因聯邦同時取消了每人4,050元的個人免稅額（Personal Exemption），調整後總收入（AGI）有可能因此而上升。

另一方面，新稅制下的兒童扣抵額（Child Tax Credit），由每人1,000元提高到2,000元，適用範圍由中低收入家庭，擴大到更多家庭，單身年收入20萬元、夫妻年收入40萬元者，報稅時17歲以下的孩子也可獲得扣抵，直接在稅單上退稅。

四大會計師樓KPMG資深合伙人Adam Uttley表示，新稅法最令人興奮的是，商家可享有20％稅務減免。但他提醒，不是所有收入都可以應用，例如有外貿業務的商家，要再額外提供一個海外業務損益表才可減稅，而納入海外子公司收入更為繁複，建議找會計師處理。

由於新稅法非常複雜，早前聯邦政府停擺也影響進度，Uttley表示，目前仍有不少報稅疑問正待國稅局澄清，才能得出完整稅法。

林清吉也坦言，今年報稅表雖縮到像一張明信片般細小，但稅法卻複雜得很，所以國稅局1月28日才開始接受報稅，報稅截止日期為4月15日；他呼籲民眾如果無法在截止日期前完成報稅，可以申請延遲6個月，「記得延期是『延交稅表』，不是延稅金，趕緊跟會計師預估一下，延期要繳多少稅。」他又提醒在寄出稅表時，要用掛號信（certified mail）證明郵寄日期，以免國稅局遲收報表，被另加罰款。（張紫茵／洛杉磯報導）
